Status: scoped plan, not opened at GA.

- Age-gating: local rating-board approvals required across the KSA / UAE / Qatar
  block.
- Content-rating: Saraswati lyric tone, stage attire, and Commons event policy
  require regional adaptation.
- Residency: voice and video residency must be pinned to approved regional
  infrastructure.
- Payment-provider: regional PSP and refund coverage require final acceptance.
- Localization: Arabic UI, store, support, and operator macros are required.
- Tenant-policy adaptation: tenant-by-tenant content sensitivity review is
  required before opening.
- Operator-language coverage: Arabic-speaking safety coverage is required before
  opening.

Launch decision: wave-2 plan remains waitlisted until all prerequisites are
signed off.
