  benefits, and Commons venues.
- Residency: voice and video residency plan requires Korean POP capacity and
  support escalation coverage.
- Payment-provider: regional card and refund coverage requires final PSP
  acceptance.
- Localization: Korean UI, store, support, and operator macros are required.
- Tenant-policy adaptation: Saraswati lyric and persona attire policy requires
  local review.
- Operator-language coverage: Korean-speaking safety coverage is required before
  opening.

Launch decision: wave-2 plan remains waitlisted until all prerequisites are
signed off.
