The manifest evaluates the first green CI runs under
pnpm verify:v3 eval-sets-release-gates. Publication fails closed if a required
surface is missing, a threshold is absent, a source evidence path is missing,
the CI state is not green, or any observed release-gate metric misses its
threshold.
