V3 Pixel Streaming POP Capacity Management

Section 73E is closed by a deterministic POP capacity management gate in apps/v3/lilith-pxstream-relay. The gate exposes the operator dashboard payload at /api/v3/pxstream/pop-capacity/dashboard, pins the Grafana target to grafana://v3/pxstream/pop-capacity, and validates the multi-cloud, reservation, spot-burst, and residency drills required for GA.

Dashboard#

The Grafana dashboard grafana://v3/pxstream/pop-capacity carries five panels:

  • GPU quota by POP
  • Current utilization basis points
  • Reserved-for-events GPU nodes
  • 90-day capacity forecast versus scheduled programming
  • Multi-cloud secondary readiness

The evidence snapshot is V3/pxstream/pop-capacity-dashboard.json. Each GA POP row includes GPU quota, active GPU nodes, reserved event capacity, scheduled programming demand, 90-day forecast, quota headroom, AWS primary capacity, and Azure / GCP / CoreWeave / Lambda Cloud secondary capacity.

Operator interpretation training is recorded as completed:lilith-pxstream-pop-capacity-2026-05-22.

Drills#

The release gate is V3/pxstream/pop-capacity-release-gate.json and is checked by pnpm verify:v3 pxstream-pop-capacity.

  • Multi-cloud failover: V3/pxstream/pop-capacity-failover-drill.json simulates an AWS outage in ap-northeast-1 and selects Azure japaneast with NVadsA10 v5. Session re-establishment completes in 24 seconds.
  • Tight-quota India failover: V3/pxstream/pop-capacity-ap-south-failover-drill.json simulates an AWS outage in ap-south-1 and selects Azure centralindia with NVadsA10 v5. Session re-establishment completes in 26 seconds.
  • Pre-reservation: V3/pxstream/pop-capacity-pre-reservation-drill.json reserves the synthetic Saraswati festival in ap-south-1 90 days before start and holds capacity through the event.
  • Spot-burst interruption: V3/pxstream/pop-capacity-spot-burst-drill.json interrupts CoreWeave / Lambda Cloud burst capacity and promotes 100 affected sessions to reserved on-demand capacity in 24 seconds with operator notification.
  • Residency: V3/pxstream/pop-capacity-residency-drill.json confirms EU users stay in EU POPs, India users prefer ap-south-1, and India-to-eu-west-1 fallback requires explicit consent.

Quarterly Quota Review#

The first AWS / Azure / GCP TAM quota review is documented at apps/v3/lilith-pxstream-relay/config/pops/quota-review-2026-05-22.md. The review covers every GA POP and the next six months of scheduled programming, with CoreWeave and Lambda Cloud burst budgets included in the operator action list.
